The question has been raised:
Team A and Team B are in the tie breaker procedure. During the tie breaker player A3, who is listed to be a kicker is cautioned. According to the tie breaker procedure A3 can not participate in the remainder of the contest. Can A3 be replaced?
National federation rules allow for a cautioned player to be replaced, and this will be true in the tie breaker procedure if the numbers allow. HOWEVER, if for some reason a team can not replace A3 because of numbers (they fall below ten), and has only four kickers for the second round and beyond, Team B kicks using only four kickers. Playoff games ending in a tie will be extended by a maximum of two fifteen minute sudden death overtimes. (Teams change ends at the end of the first overtime period). If still tied after the second overtime, the penalty kick alternative (listed below) will be used.
Who may not participate in the tie breaker procedure?
1. Players who have been disqualified from the match prior to the tie breaker
2. Players who received a yellow card in the second overtime period, if they are still sitting out their ten minutes at the end of the second overtime period may not participate in the first Round of Kicks.
3. A player who receives a yellow card during the penalty kick tie breaker
4. A player who is disqualified in the tie breaker procedure.
Round I. The head referee will assemble both teams and coaches at the halfway line and review the following procedure:
a. The head referee shall choose the goal at which penalty kicks shall be taken.
b. Each coach shall select five players, one of which may be the goalkeeper, from the team roster to take penalty kicks.
c. A coin toss will be held. The winning team shall have the choice of kicking first or second. Teams will alternate kicks. There is no follow-up on the kick.
e. Following five kicks for each team, the team scoring on the greatest number of these kicks shall be declared the winner. During any round of five kicks, if a team is mathematically eliminated the contest is over.
f. Add one goal to the winning team score and credit the team with a victory. An asterick(*) may be placed by the team advancing to indicate the advancement was the result of a tie-breaker system.
Round II. If the score remains tied after each team has had five penalty kicks:
a. Each coach will select five different players from the team roster, other than the first five who have already kicked. This selection may include a player(s) who received a yellow card in the second overtime period, but may not include players who have been disqualified or who received a yellow card during the penalty kick tie-breaker system.
b. Teams will alternate kicks. There is no follow-up on the kick
c. Following these five kicks for each team, the team scoring on the greatest number of these kicks shall be declared the winner. During these five kicks if a team is mathematically eliminated the contest is over.
d. Add one goal to the winning team score and credit the team with a victory. An asterick(*) may be placed by the team advancing to indicate the advancement was the result of a tie-breaker system.
Round III If the score remains tied after each team has had ten penalty kicks:
a. Continue penalty kicks with each coach selecting any five players, other than those who are not allowed to participate
b. The Format as above repeats
Round IV. If the score remains tied after each team has had fifteen penalty kicks:
a. Each coach will select any five players from the team roster other than those who competed in Round III.
b. The Format as above continues
Note: Players who kick in first, third or fifth rounds etc, may not kick in the second, fourth or sixth rounds respectively. Players who kick in the second, fourth or sixth round MAY kick in the third, fifth and seventh round. In short every ten kicks is a game - so to speak. Each player may kick one time in the first ten kicks, one time in the second ten kicks and one time in the third ten kicks and so on.
