NFHS 2005-2006 Soccer Rule Changes

Rule Book Error: On page 21 Rule 3.3.2 Situation ‘M’ there is an error. In (c) the ruling should be LEGAL

Rule 4-2-1(g)         Modify to read: “knee braces with exposed metal.  Coverings/sleeves made by a brace manufacturer may be worn.”

Rule 5-2-2             Re-organize 5-2-2 d, e and f to read as follows:  “conduct a pregame conference with each team’s head coach and team captain(s) to:

                             1.   review pertinent rules;

                             2.  conduct a coin toss at least five minutes before the scheduled  starting time of the game…;

                            3.  inquire of the head coach whether each of his/her players is properly equipped.  Examine the uniform…” The new (e) would be: “address head coaches and players concerning good sportsmanship.”  (Check out the MPA Mouthpiece Rule)

                            Suggested Timeline:  (1)Referees meet with the Coaches and Captains at least fifteen minutes before the start of the game - obtain the team roster, ask if all players are properly equipped, address pertinent concerns, conduct the coin toss. (2) Complete equipment inspections and give sportsmanship warning to team players immediately following the coin toss. (3) Instruct timers, ball handlers. Start game on time.

12-8-1 Penalty        Unsporting Conduct:  An indirect free kick shall be awarded to the nonoffending team from the spot of the infraction, (no longer spot of the ball) unless the match has been stopped for some other reason calling for a different restart, subject to 13-1-3 and 4.

12-8-2 Penalty       Yellow/red: An indirect free kick shall be awarded to the  non-offending team                             from the spot of the infraction (no longer spot of the ball), unless the match has                             been stopped for some other reason calling for a different restart, subject to                             13-1-3 and 4.

12-8-3(a) Penalty   Violent Conduct:  Direct or indirect free kick, from the spot of the                    infraction (no longer spot of the ball), unless the match has been stopped for                              some other reason calling for a different restart, subject to 13-1-3 and 4.

 12-8-3(b)              Move taunting (12-8-2[a]) and Note from Article 2, page 55, to Article 3.

New Letter 12-8-3(c) (in 2004-05 this was spitting)   

12-8-3(c) Penalty   Serious Foul Play:  Direct free kick from the spot of the infraction, unless the match has been stopped for some other reason calling for a different restart, subject to 13-1-3 and 4.

New Letter 12-8-3(d) (was 12-8-3(c) last year       

12-8-3(d) Penalty   Spitting:  Direct/indirect free kick, depending on the  circumstances, from the                             spot of the infraction unless the match has been stopped for some other reason                             calling for a different restart, subject to 13-1-3 and 4.

12-8-3(e) Penalty   Language: An indirect free kick from the spot of the infraction, unless the match has been stopped for some other reason calling for a different restart, subject to 13-1-3 and 4.

 

Major Editorial Changes 2005-06

 Rule 3-3-1:  Time for Substitutions:  either team may substitute an unlimited number of players from the bench:

            a. between period

            b. when a goal is scored.

Rule 3-3-2 (New):  Time for Substitutions:  either team may substitute an unlimited number of players, provided they have checked in per 3-4-1(d).

a.       on a goal kick:

b.      when a player from either team is injured:

c.       when a player from either team is cautioned (yellow card):

d.      when a player from either team is disqualified (red card):

e.       when a player is required to leave the field because of communicable disease concerns.

Rule 3-3-1(d)2:  The player(s) who is injured and attended to on the field or who is deemed injured by the referee shall leave the field and may be replaced. 

Rule 13-2-2(i):  Deleted from rule as it is redundant and is addressed in Rule 13-2-2 (g).

Rule 18-Definitions:  Revised by deleting items defined within the rules.
